Outgoing Ghana Youth Employment and
Entrepreneurial Agency (GYEEDA) National Coordinator, Kobby Acheamapong has
chided former Human Resource manager of the Agency, Selorm Attipoe of causing
financial loss to the state.
According to him, Mr
Attipoe supervised the employment of some 188 unqualified people who were
subsequently and illegally paid a whopping sum of GHc892,000.
His allegations come a day after
some workers of GYEEDA accused him of employing his cronies to fill
non-existent positions before leaving office.
On Thursday, scores of the workers
of the GYEEDA, now Youth Employment Agency massed up at the offices of the
Agency demanding an immediate halt in an ongoing recruitment process.
The workers numbering about 30 were
unhappy the recruitment was going on without the knowledge of the head of HR.
Joy News' Felix Akoyam sighted a
copy of a letter written by National Coordinator to the Minister of Youth and
Employment informing him about the recruitment. Among the reasons cited for the
new recruitments are deaths, transfer of workers, dismissals etc.
However the angry workers
insisted no one had died nor had been transferred from the
office.
Reacting to the allegations on the
Super Morning Show on Joy FM with Kojo Yankson Friday, Mr Acheampong said
the HR head is bitter because he stopped the illegal payment to the 188
people.
After the Public Service had
conducted an interview for persons who were supposed to be migrated from
contract basis to single spine salary workers, they came out with a report on
September 15, 2012 it spells out clearly who qualified to be employed.
“188 people had problems and the
majority of it was that they did not provide their certificates to enable them
to be interviewed,” he said the report revealed.
According to Acheampong the HR
head who himself was not appointed but assumed the position, virtually smuggled
the 188 people onto the payroll and got them paid.
“I stopped the 188 people from being
paid because I thought that was completely wrong and that has been my bane
all the time. He (HR) organises these people to come and demonstrate against
me.”
The Outgoing National Coordinator
revealed that before he stopped the payment, the 188 people had been paid
GHc892,000.
The Audit Report of
2013 mentioned the HR Director again as having unilaterally put
another 19 people on the payroll Kobby Acheampong stated, adding, the
audit report concludes that he should be sanctioned.
He has since taken action against
him.
A researched he, Kobby Acheampong,
conducted revealed that Mr Attipoe assumed his position and there is not letter
appointing him as HR. “His own actions testify that he not even qualified to
hold that position.”
During his tenure, he has terminated
people’s appointments for fake certificates but “I did it on the quiet without
any fanfare.”
In preparation for stating the
programmes this year, the Outgoing National Coordinator said he decided that
the Agency needed a certain number of staff thus the new recruitment exercise
which includes the employment of disabled persons.
Allegations that he did not seek
financial clearance before proceeding with the recruitment “are funny” because
GYEEDA does not get paid from the Controller and Accountant General’s
Department.
Attempts by Joy FM to reach
Mr Selorm Attipoe for his response proved futile.
